Preliminary information out of Olympic Dam suggests that a dual mill shutdown is on the cards starting on the 26th February. It will be a small event compared to some of the other turnarounds of late and ATIVO require approximately 108 trades for 10 days. Qenos here in Melbourne has come through the shutdown period and still has a sizable capital project on the cards. Transfield Services has a crew of 160 men on this one and they will take it through to April. The next major shutdown is currently pencilled in for around 2015. Loy Yang Power Station, a few phone calls and we have discovered that the next major turnaround for Loy Yang will be in August/September this year. Locals will see an advert in the papers around July. Manning levels and durations are unknown at this stage however we will endeavour to find out. While we are on this subject, not every facility wants everyone to know their shutdowns, some are confidential until after the fact.

Built in the Fifties, demolition of the Adelaide Refinery at Port Stanvac is now underway. It commenced late last year and is due to be demolished to the ground by the end of the year. Demolition contractor EDS Australasia is doing the work and it’s their job to remove the entire above ground infrastructure. After that the below ground piping and concrete footings will be removed and site environmental remediation will commence. The future of the site will be industrial.

Fortescue Metals has awarded Macmahon Holdings a mining services contract worth $1.8 billion. This is the single biggest mining contract awarded to the company. The 5 year contract covers drill & blast, overburden removal, ore extraction and maintenance of client owned plant. Macmahon working under a limited notice to proceed have already mobilised and recruited 600 people with 500 of those already on site at Christmas Creek.

The Environmental Protection Agency (EPA) has approved Woodside’s gas processing plans at James Price Point, 52km north of Broome. The EPA decision allows other uses including the Browse LNG project (last updated Issue 140) to be co-located at James Price Point. Environmentalists are against the project and no doubt you have read on occasion various controversial articles on the subject. The recent program on SBS “Dirty Business” outlined the ongoing battle between mining, politics and land rights. Woodside expects to make a Final Investment Decision (FID) by July 2013. Elsewhere on the project BHP has sold 8.33% in the East Browse Joint Venture and 20% in the West Browse Joint Venture to PetroChina for $1.6 billion.

Horizon Power is Western Australia’s regional electricity supplier. This state owned utility provides power to approximately 100,000 homes and 9,000 businesses. They have a huge area to cover that is basically every part of the state except the south west corner being 2.3 million square kilometres. To cover such an area they have adopted a best fit approach and have gas, diesel, wind, solar and hydro power stations, some small and some large to service an area. Horizon Power has an asset renewal plan where over $400 million worth of projects is planned and underway. Horizon Power recently awarded Forge Group Power, formerly CTEC, a $125 million Engineering, Procurement & Construction (EPC) contract to build an open cycle power station 8km south of Port Headland.

SHUTDOWN MONITOR NEWS Some of our sources work at the front end of projects. That said, they look at schedules, estimates, design reviews that sort of thing. Some of these guys are currently looking for work and when they slow down then delivery, which generally takes place 12-18 months later will slow down. We have noticed that the construction market is becoming tighter. There are pockets of activity around the country and the trick is to be working in one of those pockets, biding time while the general economy picks up. As one guy put it to us, “now is the time to keep your powder dry.”

DURATION: First Gas 2014 Gorgon Project Updates can be a great source of information. The first Gas Turbine Generator has arrived and been set on location with another 4 to go. These are huge pre-assembled modules weighting 2,200 tons each. DeepOcean has been awarded a trenching contract by Subsea 7 on Gorgon. DeepOcean will be responsible for project management, engineering and associated trenching works for an underwater run of approximately 70km. Subsea 7 will provide the vessel and DeepOcean will supply the Trencher T1. That piece of kit is an underwater remotely operated trenching machine that can operate in either jetting or wheel cutting mode and make its way in multiple soil types, water depths and trench depths. Offshore works are expected to commence anytime now.

Firstly Aker Solutions based in Norway have picked up their 3rd package on the project. The company has been awarded a contract for the supply of subsea tie-in connectors worth approximately $90 million. The scope includes the delivery of 6-8 inch horizontal and vertical diverless tie-in connectors. Aker Solutions are also working on the 63km of umbilicals and the supply of a mono Ethylene Glycol reclamation plant. The Main Civil Works for the project has been awarded to Leighton Contractors. The $923 million construct only contract includes delivering the main civil works at Blaydin Point, Darwin. The scope includes piling, foundations, trenching, roads, paving, electrical & instrumentation cabling. Leighton’s have said that they will mobilise a project team immediately with actual on-site activities starting around May. The project is due for completion by July 2016 and during that time more than 3.5 million man-hours will be worked and that equates to a peak workforce of more than 900 people. Leighton’s are committed to working with local companies where possible however they will quickly soak up that pool and require interstate support. Subscribers will recall that the site prep package was awarded back in March 2012. Interestingly Leighton Contractors & Morris Corporation has been awarded a 4 year $280 million operations and maintenance contract by JKC for the temporary site facilities. This scope includes the servicing of all temporary buildings, electrical distribution systems, water and wastewater networks, warehousing and other site logistics, fuel storage, cleaning services etc. Basically making sure all the stuff on site is maintained and actually works when you turn the lights on. This service contract is in place for approximately 4 years and will employ another 300 people. Construction is expected to commence in the 3rd quarter of 2013 and be operational by 2016. CB&I have also acquired the Shaw Group in the USA. This company offers maintenance, plant engineering, shutdown and other services across the US. They also fabricate piping systems and work in the power, infrastructure and hydrocarbons industries. They have 27,000 employees and turnover approximately $6 billion. CONSTRUCTION – NATIONAL National Broadband Network (NBN) Updated Issue 141 FIRM: NBN Co Limited LOCATION: National TOTAL INVESTMENT: $36 Billion CONSTRUCTION CO: NBN Co – Project Manager DURATION: Fibre Customers by June 2021 and Fixed Wireless & Satellite Customers by June 2015 The project here is to connect everyone in Australia to a National Broadband Network (NBN) by leveraging three types of technology – fibre, fixed wireless and satellite. This infrastructure will be at the wholesale level, and then service providers will deal with the public. The two satellites are currently on order and a number of delivery contractors are installing cable and the like across Australia. These providers are Ericsson, Service Stream, Silcar, Syntheo, Transfield and Visionstream. Recently, Downer EDI Limited has been awarded a $66 million 2 year contract to connect various residential multi-dwelling units in NSW, Victoria and the ACT. In addition, there are 56 job openings directly with the NBN itself, mainly white collar workers across an organisational chart down to Site Engineers. More information can be found on their website and the NBN have recently announced that they are slightly ahead of their own forecasts at this point. 93% of premises will be connected with fibre by June 2021, with the remaining 7% covered by fixed wireless and satellite by 2015.
